The Regional Council elects a Chairperson of the Regional Council.  

The Chairperson is the political head and, in consultation with the Regional Council concerned, he/she initiate and formulates planning and development policies; closely monitors the implementation of such policies, initiates regulations by the Regional Council; and initiates the entering into joint business ventures and the commercialisation of services, functions or duties of the Regional Council.

The Chairperson has supervisory powers regarding the planning and execution of all development programmes and projects; is accountable to the Government and to the inhabitants of the region regarding the planning and execution of development programmes and projects; and investigates and solves any issue pertaining to the region, in consultation with the Regional Council.
