DIRECTORATE PLANNING AND DEVELOPMENT SERVICES

Mandate

The Directorate of Planning and Development Services is the main custodian of the mandate of the Regional Council which has been derived from Article 103 (3) and Article 108 of the Namibian Constitution , and Section 28 of the Regional Council Act, Act No. 22 of 1992  (as amended).  This includes planning and developing the region in a sustainable manner for the benefit of their inhabitants.

Core Functions

The core functions of the Directorate are implemented by the following six divisions, including five Delegated Functions of Central Government:

Division of Development Planning

  • Coordinating the development planning process and integrating regional development plans.
  • Overseeing the implementation of regional development plans line with sub-sector policies and guidelines.
  • Coordinating RACOC and the HIV/AIDS Response Programme.
  • Collecting and treating data within the region and work closely with the Namibia Statistics Agency.

  • Coordinating Delegated Functions
  • Initiate Capital Budget and monitor implementation of Capital Projects

Division of Rural Services

  • Coordinating and implementing an effective food security programme.
  • Coordinating rural development in the region.
  • Implementing Rural Development Programmes in the Region.

Division of Technical Services

  • Providing technical support to Settlement Offices on aspects of infrastructure development and maintenance.
  • Providing decent housing in declared settlements through the Build Together Programme
  • Providing, coordinating and advising on engineering inputs needed for the planning design of technical infrastructure.
  • Executing, facilitating and guiding development planning, design, contract administration and inspection services for new infrastructure and minor renovations to existing infrastructure in the region.
